The differences of these three based on the video is that process is the what, procedure is the how, and policy is the why.
To further explain, process refers to the workflows, big picture or what needs to be done. Procedure on the other hand refers to how things are done step-by-step, as well as the checklists, documentations, templates, drafts, and tools needed for the project. Lastly, policy focuses on rules justified with logic or is somehow tied back to the bigger picture outcomes.
