Both a nursing student and vlogger, Arabelle Tiu, shared the knowledge that she has with regard to how the Philippine healthcare system works. As the World Health Organization defines “healthcare system’,” it consists of all organizations, people, and actions whose primary intent is to promote, restore, or maintain health. The people behind this system direct activities that improve the health and wellness of citizens. Arabelle first discussed how important it is to choose the correct leaders, as it is like a subsequent avalanche where the higher operating officials pass on executive legislation to the whole body, and how certain local government units follow what the mandate is. Healthcare leaders have the role and responsibility to exercise general supervision and control over all programs, projects, services, and activities of the LGU.

Different levels in the local government units were allowed to exercise some power and functions vested in them. RA 7160—this code provided and established the various systems that were being divided, which ranged first from the barangay level to the municipal, city, and provincial levels.
